Why use a wheel for this
Picking a person by hand always invites the suspicion that the chooser had a favourite. A wheel removes that: everyone watches the same spin, sees the same equal slices, and the result is whatever it lands on.
It is the quick way to settle who goes first, who answers the question, who gets the last ticket, or who is "it". Because each name is an equal slice and the winner is drawn with crypto-grade randomness, nobody can claim the deck was stacked.
Turn on no-repeat mode and the wheel removes each name as it is picked, so you can run a fair order through the whole group without anyone coming up twice.
